10 weeks in and still getting "send us your documents" messages

Applying from overseas. Simple adult renewal. 10 weeks waiting has just passed - and I am STILL getting messages to send my documents even though they were sent and received at the time of my application. The funny thing is each diffeerent message is sent from A DIFFERENT PASSPORT PROCESSING OFFICE!! Sent emails to various addresses and they all just tell me that my application is in process at the Passport Office. Looks like gonna have to apply for emergency travel document (another 100 pounds!) as I have to travel in 10 days. Nice to see otherpeople getting their stuff done and sent faster these days - but they are gonna end up costing more than 300 pounds to travel - and no sign of the passport.
