Anyone waiting more than 19 weeks?

We submitted an application for our baby's first passport on the 27th March. After unsuccessfully trying to upgrade and having our application bouncing between offices, we have had no official updates. Last time we called our application was in Durham, apparently received on 9th May and they're 'working on it'. Our tracker still says documents received 21st April. Anyone in a similar situation or recently had their passports back?
