Belfast upgrade team

I was emailed 9 days ago to say that they had our info and knew we need me daughters passport by the 3rd July. Nothing since, so I doubt it will arrive. Also, I was not asked for any additional fee. Does anyone have any experience? I still don't understand, I applied for mine and my daughters renewals at hte same time and mine came back within a fortnight at the beginning of May.
