New child passport query

Hi I have three passport applications recently, one renewal which we have back and two new ones. We have used the same person to verify the identity on all of them. Today I have got a message saying one of them is on hold and to get another person to verify. Is this normal ? It says passport can’t be printed until it has been completed. Does this mean it’s already been approved subject to being verified? Guessing the same will happen for my 3rd application as well. We are travelling in August so have a bit of time yet.
