Renew vs replace

Helping my Mum. Last passport issued in 1997, expired in 2007 and has since been binned. Need to use the 1 week service. Option 1: Renew an expired passport. States passport can’t be damaged, so I assume this is not relevant. Option 2: Replace a lost passport. This to me seems like it’s for someone with an active passport that’s been lost, and not an expired one that’s lost. Any idea on which option I need?
