I got an 'old passport received' update from the tracker last week, but then received the same update for the second time exactly after a week. Has anyone else had this?

Happened to a relative of mine. His application was forwarded to another passport office. Could this the meaning of that second 'documents received' notification?
Thank you trent. That's helpful to know - I wish the updates from the tracker could be better.
