Stuck on Identity details recieved

Hi, I applied on the 21st april, got identity things sent through from another person to confirm my identity and those details were recieved on the 23rd april. Its been nearly a month and my identity details haven't even been confirmed yet and i have had no updates, is this normal? i just ask because my friend who submitted after me got his passport 2 weeks ago. I applied for an online renewal for an out of date lost passport, he had a renewal where he sent his old passport via post.
