Witness

Hey hoping someone can help me or had similar experiance. Passport office called my witness and advised they cannot be a witness as their business is not VAT registered, i then instantly got a notification to say photo rejected. i have reuploaded a new photo however it did not give me an option to change the witness, any ideas or experiance please? i am currently trying to get through to them as is everyone else!
