Cancel application help

I submitted and application for my daughters renewal to adult passport on the 2nd of March (9 weeks before travel date). They received old passport but still not received countersignature doc which was delivered via Royal Mail on 18th March. I’ve not received any text updates or updates on the system. My question is Can I book an appointment for fast track without her passport? Or do I need to wait for her passport for the appointment ? The passport call centre have given me conflicting advice.
