My understanding is you cant expedite unless you’ve waited more than 10 weeks. I don’t know when the clock starts either – is it from when documents arrive physically at the office, when they “log” its arrived, when you apply…who knows!
I also don’t know whether you can do fast track (when it reopens) if you already have an application in the system.
